WHERE ACCOMMODATION FOR AN AGRICULTURAL WORKER IS NEEDED TO SUPPORT A NEW FARMING OPERATION WHETHER ON A NEWLY CREATED AGRICULTURAL UNIT OR AN ESTABLISHED ONE, THE USE OF A CARAVAN OR OTHER TEMPORARY ACCOMMODATION WILL ONLY BE PERMITTED FOR THE FIRST THREE YEARS OF THE OPERATION SUBJECT TO THE FOLLOWING CRITERIA: 1. 2.60 Where planning permission is granted for an agricultural worker's dwelling, it is essential that any effect on the surrounding countryside is minimised by careful siting and design. THE SITE HAS, OR MUST BE CAPABLE OF BEING PROVIDED WITH, SAFE AND ADEQUATE VEHICULAR ACCESS, SATISFACTORY FOUL AND SURFACE WATER DRAINAGE DISPOSAL ARRANGEMENTS AND OTHER ESSENTIAL SERVICES WITHOUT INVOLVING UNNECESSARY EXPENDITURE BY PUBLIC AUTHORITIES AND UTILITIES. Difficulties can arise where the business subsequently ceases trading leaving an unjustified permanent dwelling in the countryside. 2.3 The Government's sustainability objectives and policies for development and conservation are reflected in the Lancashire Structure Plan 1991 - 2006 which, inter alia, promotes a strategy of urban concentration within defined strategic transport corridors. Monitoring 9. adopted 2017-12-11. The plan has been abandoned and is replaced by the Fylde Borough Local Plan (1996-2006). This view has been endorsed by the Ministry of Defence. Fylde Borough Council has a population of 76,500. These include small-scale tourist accommodation, caravan sites and very exceptionally larger scale tourism development. 10. 2.73 The army camp north of Weeton accommodated soldiers in tents as early as 1914 and has been established on a permanent basis since 1939. 6. THE CONVERSION OR RE-USE, INCLUDING ANY ADDITIONAL OR REPLACEMENT BUILDINGS, EXTENSIONS TO EXISTING BUILDINGS AND THE CREATION OF ANY RESIDENTIAL CURTILAGE, MUST BE ACHIEVABLE WITHOUT HAVING HARMFUL EFFECT ON THE CHARACTER OF THE BUILDING, ITS SETTING IN THE LANDSCAPE AND THE SURROUNDING COUNTRYSIDE; 4. Such re-use or adaptation could help to reduce demands for new buildings in the countryside and could encourage diversification of the rural economy. Expansion of Existing Businesses and Commercial Operations. The council's headquarters are in St Annes. Gloucester, Cheltenham and Tewkesbury Joint Core Strategy. IN LINE WITH POLICIES SP12 AND SP13, THIS TYPE OF USE SHOULD BE LOCATED WHERE AN EXISTING DWELLING OR BUILDING SUITABLE FOR CONVERSION CAN PROVIDE ACCOMMODATION FOR SUPERVISION AND SECURITY OF THE OPERATION. THE RE-USE OF PERMANENT AND SUBSTANTIAL EXISTING BUILDINGS WILL BE PERMITTED SUBJECT TO THE CRITERIA IDENTIFIED IN POLICIES SP5 AND SP6 AND PROVIDING THAT THE PROPOSAL WOULD NOT HAVE A MATERIALLY GREATER IMPACT THAN THE PRESENT USE ON THE OPENNESS OF THE GREEN BELT AND THE PURPOSES OF INCLUDING LAND WITHIN IT. IN THE CASE OF A NEW ENTERPRISE, THE PROPOSED DEVELOPMENT IS LOCATED WHERE AN EXISTING DWELLING CAN PROVIDE ACCOMMODATION FOR SUPERVISION AND SECURITY OF THE OPERATION OR WHERE THE DEVELOPMENT IS BASED ON AN EXISTING GROUP OF BUILDINGS WHICH ARE APPROPRIATE FOR CONVERSION IN TERMS OF POLICIES SP5 AND SP6 AND WHICH WOULD PROVIDE ADEQUATE ACCOMMODATION INCLUDING A DWELLING; 2.
